Bill didn't ignore Venezuela, he doesn't speak Spanish to understand what was happening, and the guy presenting the award surprised Biil and asked the wrong question: He said " Did you understand anything of what was said, Do you have anything to say to your fans in LATINOAMERICA"?
(And bill was in Mexico, so that's why he added the part "especially in mexico"" So the confusion was due to:
1- The language
2- the question took him by surprise
3- the guy asked asked the wrong question
