Land Mines are far too effective to ever be banned. That said we MUST find a way to make them retrievable after fighting forces have left the mined area. In the US and Europe we're working on Technology that makes the explosives decompose after a period of time after mine is placed/activated. Also, armies placing mines could be made responsible for precise mapping and for "cleaning up after themselves". Following a conflict the involved armies should clear their minefields.
