The guy TRIED to put the dog on to the raft but he fell into the middle. He wasn't being abused. The dog obviously wanted to be on the raft as proven by this entire video of him scratching at the damn thing trying to get on it but unfortunately having wet paws made him slide once the guy tried to put him on the raft. Perhaps they should invest in a raft with a bottom so the dog can float on it... but no, this is not abuse.
