These children are ethnic Han. They are usually forced do such performances by some adults who could be their parents or in worse case their "Masters". They take away the money which been offered to the children. Only Tibetans and tourists offer them money because the local chinese know the story behind. It is sad for these children, but police never interferes, or usually it is too later. Poor little fellows.

the great Chinese firewall may not be as great as you think. There are many ways to get around banned sites, you just have to know how. Youtube, however, is not one of those banned sites.
