That's cus they're worried about being arrested themselves. But as long as you have good reason to arrest (crime about to be committed for example) and you aren't violent, then even if you're arrested there's no reason you should end up in prison

I've been reading up in making a Citizens Arrest (UK) - if you have good cause to believe a crime is about to be comitted, you can make a Citizen's Arrest. But just like the laws no nudity, the police don't always follow what the law actually says
