Lens flare. The reflection of the streetlights and the burning car to the left of the streetlights is captured as a haze on the lens, reversed and turned upside down. Look at the video again...but this time...turn the monitor upside down. The horseman is now revealed as it’s true image, the flames of the car just to the left of the street lights. Also, turn the "moving lights" upside down, then reverse the picture. Voila...it's a perfect match of the streetlights. :)
