That's Photoshop 5.
But there aren't any real big difference in creating the glow for the light sabers if you are using any other photoshop version.

how do you use this in a video?

you use this method in adobe after effects. and set keyframes for position, scale, and rotation and all that good stuff to match the footage for each frame.
