You may get lucky and find it in a store.
You could try ebay, or if you go to the Armed Assault website, there are a few links there where you can purchase it Online and download it legally.

go to armaholic . com and search for POLICE UNITS. that will give you the officers.
then search for Sigma6's vehicle pack and there are some police cars in that pack.
