Um, yes, he is. That's great that you need to do research to find out if he has songwriting skills. We all know he's a lyricist, but what you don't seem to know, is that he composes music as well. I'm a huge Johnny Marr fan (much bigger than Morrissey) and I'm very aware of his contributions to The Smiths, The The (huge fan), Electronic, and Modest Mouse. Any Smiths fan would know that Morrissey isn't the only one doing anything. It appears you need to go beyond a "lick of research."

It's no secret that Morrissey doesn't play an instrument and doesn't write music. He's even said it himself that he doesn't like the idea of he himself writing music. He prefers to be a lyricist/singer.
Can you give me examples of Johnny Marr?. Neither one has a formal music education, so I doubt that they have the skills to technically write a song. The Beatles didn't have formal education as well and look at all of the songs they "wrote." I write music on paper, but I also consider somebody singing a melody or recording through software, writing music. For the sake of this argument, I have seen biographical books on The Smiths that showed lyrics and musical notation written by Morrissey.
@JAngeles13 Please, we're not talking about actually writing down notations on a staff. We're talking about ability to write songs. Morrissey doesn't write the music. Marr does. It's plainly written in any Smiths jacket that "Words by Morrissey, Music by Johnny Marr."
This would also definitely explain why Morrissey's solo stuff all sounds different from The Smiths. BECAUSE HE HAD A DIFFERENT COMPOSER.

Respond to this video... The original statement was that Morrissey wasn't a composer. You know he contributed to the melodies on their songs. We both can agree that the voice is an instrument and since we're not talking about notes on paper, any melody a singer comes up with on top of guitar chords/piano chords would be a composition. We're taking this a little too far. We both love The Smiths so I guess who cares......if you were in my neck of the woods, I'd date you.

He also is a songwriter. By this, I mean actually putting music notation on paper. This would make him a composer.
