Yes, but Lotf's version in an edit though, and pretty big one at that. His AI is pretty stupid though, but he can do many things that other God Rugal's can't. Like combo into the Shun Goku Satsu, spam full screen attacks, and not to mention the Genocide Cutter that doesn't leave him open much after using it even if fully blocked from the ground. Lotf's Rugal also has tons of invunlerability frames, yet he's the most balanced character from MI and ascended Mugen, but isn't saying much is it?

First off, don't try spamming projectiles against an AI/foe who has a full screen /Misogi type attack and knows when to use it at least some of the time, such as the foe you fought.
Next, try not using the Genocide Cutter on its own if your foe is in the air and/or attacking, because although it's Rugal_E's fastest attack by far, I'm pretty sure it leaves you wide open to attack should your foe block or should you miss altogether.
