there are 2 reasons why he was "laying on the horn". First, he was approaching a crossing for which there was a whistling requirement. Second, when the horns are mounted above the cab on the loco, they will pack with snow as the train strikes drifts. The best way to prevent this is to sound the horn as the snow would be entering, to prevent it. Sometimes in severe Canadian winters in years past, we would have the horn pack with snow anyway, and it was rather useless when it was barely audible.

Sometimes when the train arrives in Cochrane the horn sounds more like a mule then an air horn lol

Yep. Locomotives carry sand that you can deposit on the rail for better adhesion. Flip a toggle on the control stand and it's pneumatically applied.
