JPL: Jet Propulsion Laboritory, the part of Nasa that builds the robotic space probes did experiments enriching liquid fuels with Hydrogen in around 1974, they were achieving 30-40% improvements.
Personaly I have seen modified diesels achieve in excess of 50% just by modifying wind resistance, and heat recovery etc.
Cars are build to be cheap and fast to build, not efficient.
Standard car is 30% effiient in using its fuel, the rest goes in waste heat and unburnt fuel. Big room for improvement
