I don't know for sure... but based on what Steve is wearing, the length of his hair, and that he seems to be promoting Guitar Town, I would guess late 1986 or early 1987. It is clearly after the album came out, and he was growing out his hair and dressing like a biker/rocker by 1988.

Play what you like! Also, Hispanic music, especially Mariachi, has had a big influence on country music that is not always recognized. Western swing and rockabilly, in particular, have a lot of Mexican influence. Not really a direct connection to Puerto Rico, but worth noticing.

But yeah, no need for a hat to prove his authenticity. In fact, I would say the presence of a hat on a country singer suggests they are less real (there are a few exceptions, like Dwight, but that's 'cuz he has so little hair).
