Actually it's "restraints" if you look closer. He has a harness just before his hips. The idea is it stops him attacking the smaller ones, or smashing through the enclosure.

what most people don't realize, is that dinosaurs really couldn't move... their feet were simply glued to the ground. They waited for their prey to come to them. This, in fact, is a very realistic park. XD LOL
