In part 1, the trooper believe he heard a gunshot fired by detroit officers. At 5:50, dispatch notifies him that DPD did not fire their weapons at the suspect. So hes just saying that he may have been mistaken and heard something else.

What kind of message does that send out to criminals when police departments back down? I'm thankful our department has a no-tolerance policy on pursuits, we chase until we arrest.
Good departments worry about the public being robbed of their right to live in peace. These departments practice and train hard for situations like these to end them quickly and safely.
Backing down makes the police department look like a bad joke.
What do those stip signs on the hood of police vehicles mean i've seen them say police too, and im just curious about why they are there and do they have a significance?
Back in the day, troopers would pull there car beside a vehicle and light up the sign, which says "STOP", so the car would know that he needed to pull over. This technique also allows the trooper to get a description of the driver, just in case he fails to stop.
They are still on the car today for tradition. I dont think they use that procedure anymore.

Yea I dont agree with termination, but now-a-days, its all about liability, say the suspect were to crash and kill someone.

Yeah I remember this one vividly since I was also up and the 29, 21 and 24 consoles were patched together that night.
Most chases go a few blocks crash and foot bail down there.
