The council is constantly replying negatively... whatever choice you make. "The system", which it embodies, is always "against" Shepard. He is the one to repulse every time the chances are bad.
Shepard successfully finishes the loyalty mission, and after this he speaks with Liara on board the Shadow Broker's spaceship. They agrre to "rewise their relationship" from ME1.
The thing is that you can make Shepard have close relationships with Jack, Miranda and Tali at the same time during the company. But they do not agree to "come in touch" until you choose only one of them.
I managed to have dirty sex with Jack at the lower deck, than force kiss Miranda at her stateroom, and finally have an affair with Tali at the captain's quarters.
After that I've downloaded the Liar of the Shadow Bloker DLC and Liara got also “down on her back”. :)
@skycrave i got the forced kiss after finding out about it, it was when i was choosing the back story with the interactive comic i realised i wasn't happy until i saw and felt the choices first hand. still i disliked the council saying what they did when liara came on board. "taking the necessary security" after defending seren, should i have said step down from the council for that?

Yep, I've got the ME1 save (where Shepard had romance with Liara (instead of Ashley)) imported to the ME2.
