I hope you know he's our former prime-minister Ruud Lubbers but with the voice and "mouth" (edited obviously) from Andre van Duin, a Dutch comedian. He did this during the early 80s.
I'm sorry if you already knew this. Just wanted to make things clear :)

Yeah. But this is pretty old. He was prime minister for two periods.
Because of his rather "scary" appearance this comedian used him on a weekly show called "De Jaap Aap Show" (The Jack the Monkey Show). And he ended with the famous line: "Tuut tuut tuut, de groetjes van Ruud" (roughly translated: "Toot toot toot, regards from Ruud" - or something).
hard for foreign people to understand, but back in the days it was hilarious. It still is. It's a classic.
