Rover probably wanted a piece of the GTI cake that's why they brought it out, they probably thought everyone else has hot versions of their cars we'll do one too.
Surely one of the best adverts they ever did - before they got all country road/pip&slippers on us!!! it wouldnt look out of place today with a newer car as the subject!
