But now, thanks to you and those who first taught you, he actually LIKES being cooperative (mostly) and his soft side isnt repressed. Thanks!!!
If the dog knows that the only thing he will get by coming to you is be released again, why would it come? He already has what he wants, why would he put effort to "earn it again"? Won't he perceive that it's easier just to stay there? It's something about schedule of reinforcement? About a strong history of reinforcement? About not letting him discover he has choice? About all them?

@goharosen Kiko has no interest in dogs or children- her distraction was calling her away from all the birds she was chasing...
You can use the premack principle (research it)- the reward is getting to interact with the environment. youtube user pamelamarxsen has a very long series on teaching recalls you should check them out!
If you proof your recall with food, cat poo, prey, dogs, cats, people with good stuff and children.. you will be on your way to having a 100% reliable recall

This is a wonderful example of "any breed can do it". Some say the smaller breeds are less inclined to be responsive or respectful, but I've trained my cocker spaniel to do the exact thing. If they know they will be rewarded, they will pay attention to you. Simple as that. I've taken my cocker off leash to many places including where I shop and where I run my errands, and it's a treat for her to be included in what I do because I've trained her. YAY KIKO!

Gosh! If that was Daisy you would have seen a chihuahua running then a few seconds later her owner running to catch her! I have had so many bad experiences with Daisy running and not coming back to me! One almost cost her life! 4 Feet away from the street and she gets caught in a bush! What luck! How can I do this with her?
Work on a long line (for Kiko it was a thin 30 foot blue ribbon attached to her harness), proof for everything you can think of, proof in tons of different locations. Build your relationship using positive reinforcement. Ill give you more tips if you like... Kikos in a safe area in this video, I'd never have her off lead where a car might back fire and send her hurtling into traffic etc.
