He was in UDT, which took the same initial training as SEALS, but to get the SEAL designater, 5326, you further needed to serve a 6-mo probationary tour on a SEAL team.
SEAL Teams existed during the VN war, and saw a tremendous amount of combat. Few UDT teams saw any combat at all. UDT 12 did not.
