I'm by no means a Bush fan, but stammering aside, all he was trying to say was that tribes have chosen to remain sovereign from the government, and as such would receive the same negotiating treatment as any other body not directly administered by our government.

Maybe it's his fault in this scenario for assuming people would try to comprehend what he was saying instead of taking shots at his diction.
