Mexico is only shitty because of the drug cartels' influence on government. Using police to shut down meth labs of rival cartels while leaving others untouched (so they can dominate the market). It's like the US with Bankers, oil companies, fire arm lobbyists, nation builders (i.e. haliburton)...
