This song is probably one of the greatest songs I have ever heard.

It is a bonus track from Beck's album Mutations, from the non-US pressings.

From wikipedia:

"There are a variety of bonus tracks on non-U.S. pressings of the album. "Runners Dial Zero", "Halo of Gold", "Black Balloon", and "Electric Music and the Summer People" (a re-recording of an Odelay era B-side) each appear on select international versions."

The other three, I'm not so fond of, but Runners Dial Zero... Holy shit...

@eyeballsforbreakfast Not likely if you live INCONUS. Only the international release had this as a bonus track, and I doubt CD's are still pressed for this album. Great song though. Very haunting. They should have included it in the regular lineup.
