What's wrong with this? The licensee has a good inspection record, with minor violations, and the animals seem to have a lot of room, including some indoor-outdoor kennels that are probably Prop B compliant. Where's all the "spend their lives in cramped cages" hooie?
All dogs are not pets. That is why the inspection programs exist - to insure a decent level of comfort and care. Actually, a lot of pet owners would not pass a USDA inspection, including outdoor shelters.
