1. Over the air tv is a right! as the US public ownes the air waves.

2. Because we can not have everyone brodcasting, we the public licence the airwaves to brodcast companys via congress.

3. The brodcast companys pay for programing with ad revenue "fox, abc, cbs" or public and private support "pbs".
