I think the army chap at 2:08 has somewhat missed the point of the charge. I don't understand what some people find so hard about carrying reusable bags around with them; I always have a couple in my bag everywhere I go.

Yes, although it applies to paper bags as well as plastic ones. The Welsh government are allowing retailers to decide what to do with the proceeds and are encouraging businesses to donate the money to charities and environmental projects. Most of the large supermarkets have already announced their chosen charities. The Co-operative plan to support local environmental projects in Wales.
