The softwear is MikuMikuDance, you can look up tutorials on how to instal it, they usually have links for where to get it

You can download models by finding them on places like youtube and DA, people sometimes put download links, you just download it and keep it in one folder and Tada! You can use it

Windows 100% are models you have to buy or something, not quite sure . . . . >.<

Anyway, hope that kinda helps :P
