I haven't seen this to be true. 90% of all Ryu players I have ever seen in HD Remix basically just use it completely wrong. They throw it out constantly with no real threats backing it up. When you throw more feints than real attacks it's just pointless, the opponent almost has no need to pay attention to it. Fake fireball at the start of the round is a very stupid play that is surprisingly common.
