I am not exactly an eye-specialist, and would hardly know where to start, so I would probably do it the hard way of trial and error for a couple of hundred millions years. I would probably go for a wider wavelength range, like some perception in the infrared spectrum would be nice.
I can tell you how I'd do it in a genetic, reproducing organism.
First, I'd cause light sensing cells to appear in clusters. Then, I'd cause pits to occur at these clusters, giving some directionality. Next, I'd associate mucous production with the eyepit, allowing primitive images. Then, I'd make a membrane over the pit. Next, I'd line the pit with another membrane. Finally, I'd cause the inner membrane to separate from the retina, trapping a layer of fluid to form a lens.
Of course, I'd cleverly disguise each step to look like a random genetic mutation that is acted upon by natural selection. I can't expect people to have faith in me if I go around PROVING my existence, now can I??

Hey, me too. I never take myself all that serious, although I always try to be factually correct. Testing eye-reflexes is a method of detecting malfunction in the brain, which may be caused by damage or drugs.
Only research in self-amusement. I once had a course in physiology and one in biophysics. Indeed interesting, but not nearly enough for any sensible research.
As far as I know, autism is purely a problem of the conscious mind, so reflexes like this would not reveal anything. Emotional states can to some degree affect our otherwise autonomous systems, like heart rate, pupil dilation, but I doubt it would be usable for a standardized test. Lie detectors for instance are not foolproof.
I am not absolute sure how it works in my country, but I think it is more like if you are sick you can only get actual treatment or help directly related to the sickness, and the poor gets money just for being poor. Some do cheat, but haven't heard it is a major problem. Tax is high though.
Oh, there is always the quick-whack-on-the-head-with-a-sledgehammer test. You'd have to be crazy to take the test, and in any case disabled afterwards, thus fully qualified for help. Parents would have to take the test before their kids of course. To filter out the worst bastards.
