Good setup and field test. That is the only true way to know what capabilities are. The problem is your minimum Intake pressure below 20psi. The hydrant flows are based on a 20psi residual. This protects the water system from not only damage from pressure fluctuations but contamination or the water system caused by greater outside pressures than in the pipes underground.
