Most law enforcement agencies believed the hands free law automatically included bicycle riders since the were covered under the California vehicle code until a judge threw out a Bicycle Hands free ticket setting a precedent, so now they want to plug the loophole. I admit, I ride my bike on sidewalks sometimes depending on the street. When riding on the street near parked cars, I've had doors of parked cars open right in front of me. I can ride on the sidewalk when needed without being a danger to people on foot. I never ride near building doors where people exit. Also, when riding with traffic, if it's a narrow street, I've had people drive by way to close when there is no bike lane. Sometimes riding against traffic is safer, all be it, not legal.
I think laws like this are useless because they do not protect the well being of others. Someone in their motorized vehicle using a cell phone or texting is distracted, and their vehicle can hurt or kill others.
A person on a bicycle doing these things is a danger to only himself, except in an extremely rare and freak accidents that belong in the movie Final Destination.
@JacktheSmack Someone who gets hurt on their bike may result in a call to 911 and tax money will be spent helping them. It's better that they don't get hurt.
