In no way am I trying to diss Arthur Ganson because he is truly talented and such an artist.. but I don't understand this machine. Does anybody know the story behind it?

Yes, he believed it would make him a lot of money and is hoping that some multi-billionaire will recognize it as art, purchase it, and make him very very wealth and famous, Like Jeff Koons.
not 100% sure but i think its trying to show different possibilities of the way a chair can fall ie it never falls the same way twice- i think in physics they call it a chaotic system.
just for the record: if you can write an equation for it doesn't mean that it's not chaotic, the lorentz attractor is also described by a simple differntial equation and it is absolutely chaotic..
if you write the equation you can still not predict the movement of the chair because any deviation on the input measurement will amplify in time.
