The biggest problem besides the garbage is their ability to reproduce.Rats can multiply at a geometric rate,and with no natural predators to stop them,there's no limits.Either developing some kind of virus that acts as a spermicide or dropping a few thousands cats,snakes and hawks into NY would be it's only chance.

In some part of L.A. the animal control people are taking captured feral cats, spay/neutering them & putting them in heavily dense rat populated areas. Perhaps this may help here too? I know that there are feral cats around NYC as well, but rather than killing them why not try this?

Air soft won't kill them. Plus you'll need to get close up with air soft which will make them scurry away. I'd recommend Air rifle (preferably silenced/ pneumatic) with night vision sight. Check out 'rat shooting' on you tube, you'll see what I mean.

Fact is a lot of edible food is thrown in the garbage. If it was only potato peels or chicken bones there would be less rats, but ppl throw away all kinds of food, cold take-outs, snacks, pizza crusts etc... a rat's "all-u-can-eat" perpetual buffet.
