Paint.NET. I wouldn't recommend it. Photoshop or GIMP works just as well, but they have their own gif exporter options, and this isn't needed.

Ya you have to do that near the bottom where it said save, there is a bar that'll say .jpeg, click it then scroll down to GIF :D Thanks for the UNFREEz tip!
