Yes, there should be a hidden (buried) chest there. If you still can't find it, it may be a glitch -- reset your system and clean your disk and hope for the best :(
Also, with the ink pot, I've equipped the Golden Ink Pot, purchased from the Emperor of Sei-an City for 100 demon fangs. It reduces the refilling of each inkpot from 9 seconds -> 3 seconds.
Basically it gives a much faster ink recovery rate.

Use the mist technique to slow time, then power slash the cannon balls.
