On your amp there should be a little button, In is usually distortion and out is usually clean. "Gain" and "Level" knobs control the distorted sound, "Volume" is clean. There might also be a Master Volume knob on your amp, which controls both.

But at the same time it's not neutral, because it can only be used in once way depending on the structure of the chord progression you use it in. but yes, you are correct that it is sort of a neutral chord as far as being *sus**min*maj*dim**7**and so on.
