The way I see it, Iggy sort of needs France. France is a romantic, and can actually be quite sweet when he wants to, and is completely free, both sexually and romantically. Iggy IS a romantic (but is so tsundere to cover up for it) and is repressively sexual. France knows Iggy well enough to wait it out for his dere moments, when he can let France love him, and let himself love France. Besides, I think he's more of a paternal figure for America, though neither would admit it!
