The Green Hornet and Kato were always after people like Colonel Gumm. But yeah, someone else from Gotham would've added more to this story. :) Preferably someone like the Penguin. I'm guessing the writers didn't want to do something like that even though we did get that two-part horse-racing story in Season 3. :p
They do have bitpart drama's. I remember a three-part story with Catwoman and Penguin, another with Riddler and.... erm, someone and just a few episodes ago was Penguin with very rarely seen villan Marsha.
batman was carrying around a flask for what reason? Surely he did not expect that he would be needing to work out the letters of alphabet soup before he left the Batcave. Maybe the little Hardware store salesman in his belt happened to have a few on spare. Who knows?
