I'm not a Tuba player, but I think it's a full sized "Recording" Tuba (4/4). The bell was made to face forward, like the modern Sousaphone, mainly for the lack of proper recording equipment about 60 years ago. That's why it's called a "Recording Tuba" and why it looks extra large. Today, most professionals prefer the sound of an upright bell Tuba.
