I do wish her stance on illegal immigration was even tougher (even though it's better than most Democrats), but I think she's saying "not helpful" in reference to the fact that if California secures its border but Arizona doesn't, it's not helpful because the illegal immigrants will just get into California by going into Arizona first. So really, all four border states need to have a secure border (which they don't).
