my theory:

when her skirt is getting shorter and shorter, she's just dropping off one the surface one and it reveals another that is already on.

when the skirt is getting longer and longer, she's "putting another one on" by changing her top inside-out from, just like peeling a banana.

Easy to figure out!! As you see the dress fall down to the purple one, she hides the other dresses where her boobs are. You can kind of see the dresses poking out when the guy changes clothes. Plus, the old dresses go to the skirt part of the dress.
