@Pikman01 - Well, The Skull could be - He was revived by black magic by Black Shadow. They might have stolen the skeleton after the Super Mobility Squad revived Ryu Suzaku/Rick Wheeler. They both died in a crash. It all fits!!!

He is Captain Falcon. When his helmet flies off during the 'Falcon Punch' scene (wherein both he and Black Shadow are killed), the face is clearly Bert's. Bert is also the only charachter with a big enough chin to be Captain Falcon.
