The lyrics are setup in this way on purpose to allow different opinions, it could be refering to a situation like when Julia met the moon she was drinking tea in...... refering to the girl doing something when she found the moon, OR it could be the other way around saying that's how the moon was when the sun found her, it depends on the person but it's make that way on purpose.

But why does it really matter which one is right?
