Probably. Being able to cross Blue Water or an ocean is based on the strength of the boat and hardware, not on the boat's size.
Without knowing the manufacturer of this boat, you can't tell.
Plenty of people have crossed the oceans in 24 ft. boats. It's all about how much comfort and speed you want, combined with the engineering of the boat itself.
yes you just have to tack (ie go to the north east almost into wind then after a few minutes turn to northwest and go almost into wind) and you will be working your way north - a bit slower ythan normal but you'll get there

BTW i'm a laser sailor and that's cool, if u don't have money to buy a yacht (and u really wanna sail) u can buy a laser, they are not very expensive either

I don't think editing is necessary; This shows how easy and laid back we Sailors are. Enjoy the laughter and small errors are easily corrected.
Editing is for Power-boaters as they never make-mistakes; Their egos don't allow for it. Just playing. I don't care either way.

Atlantic crossings have been made in boats of around 24ft before. Not very comfortable but possible!

I think i will look at one that's only a couple of years old, that way I can get something in the 40 foot range but still save some money.
I wonder what the laws are on having firearms on board when entering another nations port.

Depending on how far you are sailing you might want to tack less frequently, if there is enough space.
