I was wondering the same thing. (I have seen the soles of Kermit's feet on other skits, and he doesn't have that white stuff on his soles).
If I were to take a guess, maybe the wall that Kermit was sitting on was painted white on the top and the soles of Kermit's feet were touching the top of the wall, and the paint was still wet, and it accidentally got on the soles of Kermit's feet sometime as they were rehearsing this skit, and they forgot to wipe his feet off until they filmed this.

I remember when the "huge" monster in the background scared the pants out of me as a kid 30 years ago to the point of crying. And he's still scary to this day :P
Man I remember this when I was a kid I was like WHOA!!! Look at the size of that monster and Kermit said "HUGE". That's how I learned what's the meaning of huge when I was young.

Likely white tape, to keep Kermit's feet on the wall. A similar goof occured in the Harry Belefonte episode of "The Muppet Show."
