I can't believe nobody has answered your question as to why the circuit is not behaving as expected, so here goes:
You need to add pull-down resistors - (100K resistors will work) connected to Ground and to each of the switches on the node of the switch pins that are connected to the AND gate IC.
@MrUbercool007 This video follows on a series of videos and the power supply is set up in the video "Experiments 1.1: Introductory Power Supply Circuit" and I use the same setup throughout all of the videos.
@panyidavid In this case I am using a 9V battery with a 5V voltage regulator - please see the two videos on my channel that show my setup for a battery and a mains DC supply - "Introductory Power" - Experiments 1.1 and 1.2.
