He has plenty of experience in my book. 12 years in politics (8 yrs as a legislator, 4 yrs in the Senate), 12 years teaching constitutional law at Univ of Chicago, sat on the boards of directors for 5 organizations (started 2 of which himself), served in the Harvard Law Review, excelled in both Columbia and Harvard Universities, litigated for civil rights with a law firm in Chicago, registered a quarter million people to vote in Chicago in 1992, etc.
