I am amazed at some of the comments that I have read here. Some of you people are so full of vanity it is coming out of your ears. It sickens me. Where's your compassion? Homeless people are human beings, the last time I checked. I am willing to bet that the same people who have no compassion, are the first to say that they follow the most compassionate man ever, Jesus. You are NOT being Christian. public trash cans should be designed so that you cannot pull anything out. This will increase panhandling and it will force the system to change, maybe. In the year 2035 San Diego will have more homeless people, agree or disagree?

@LuckyGuu Wow, a word of common sense. I have lived in downtown San Diego off and on for the last 8 years, it is just getting worse...truly dirty and disgusting in lots of areas. And you are spot on about the garbage cans, bums go through them and leave trash all over. In 2035, if things do not change, there will be more bums than tax paying, productive citzens.

@tickyul thanks for your reply! I don't fully blame those we call "bums", but rather the wimpy city council that won't enforce laws. They could easliy construct a shack town like in Haiti and build showers and wash clothes in net bags, the same way the Army does for Cammy uniforms. THe east side of Balboa Park has a large dirt lot, perfect for Tent Town......even Hawaii has homeless tents on their beach parks!

@LuckyGuu The truth is this city is run by retards, truly one of the most corrupt cities on the west coast. The Aclu will take San Diego to court (again) if they try to enforce any rules with regards to the bums in downtown. When all of those empty condos in downtown fill up, there will be tons of political pressure on the corrupt politicians to get things cleaned up, until then forget it, more and more blighted buildings and filthy bums will be the general rule for the future.

@LuckyGuu Yeah, now they are talking about tearing down that builidng at Horton Plaza, the one closest to the Horton Plaza wino/homeless park/broken fountain. I mean, they actually want to expand the park, are they insane. That means more and more vagrants sitting in that area fucking things up, bumming money, doing drugs, littering and parking their hobo carts. This city has very few sane people in charge, areas of Downtown resemble shitholes like Detroit, truly OVERRATED, pathetic.

@tickyul hey, thanks for the feedback! That park used to have benches back around 1910 or 1940. A tent city on the east part of Balboa Park is called for and make it illegal to sleep on downtown sidewalks. How hard is that/

@LuckyGuu I can just see it now, more and more park areas in downtown.............Yikers, just means more urine covered zombies. Remember all of the nice areas Ralphs and Albertsons had outside for customers to eat, well they took them out because the filthy bums took them over, the whole downtown area has been effected in a similar manner. 235 bed shelter...shit there are 1200 "homeless" in downtown, that means no enforcement of the "no camping laws" the Aclu will sue, how pathetic.

@tickyul I'd kinda like to see your proof of these laws. I have been panhandling in El Cajon and am being told by everyone that the act is illegal yet there is no municipal code restricting it. There is a code restricting aggressive, threatening panhandling but not just sitting there, out of the way with a sign that does not ask for anything. Cops even say it's illegal. Make shit up as long as it fits and when court date comes your screwed cause they don't wanna hear what you have to say. LOL!

And....oh yeah, I know all about El Cajon, probably the 2nd most dumpy city in San Diego County......tweekers/meth-head­s/winos and other assorted fuck ups roam the streets dumping over garbage cans, looking for recyclables to fuel their drug habit. And yeah, filthy bums with huge, dirty hair/beards sit around and beg for dope money.

@tickyul Very true. I wasn't talking about camping. Although I never looked for any codes about "camping" but that is different than beggin/panhandling and there are only codes against aggressive, threatening begging: Chapter5,§52.4001-§52.4002. And for the people on off ramps: Chapter 8:

§83.0202-§83.0204. El Cajon is loaded with drug addicts. Just like SD county. Major amounts of drug addiction in every county in the country. Way more "fuck ups" in downtown SD tho, no question.

They have all of the main foundation poured and the structural columns are going up quickly, When it is done it will just be another blighted dump that has bums taking up most of the space. That city building that was an automotive training center has been torn down (market and f st) and there are now homeless living in on park street with tents and wagons of junk set up in front. This city is run by fucking retards who are scum.
