They're from the film "Casablanca". The taller one (they're shown side-by-side at 0:40) is Maj. Strasser (played by Conrad Veidt), a Nazi visiting Casablanca. The other one next to him is Captain Louis Renault (Claude Rains) who is a corrupt French official.
