Are you running it on an emulator or something? >_> maybe you're thinking 50fps as opposed to 60fps or something? I don't remember the framerate of the game, much less the framerate in PAL. Or maybe you mean a pal of yours takes double the time to beat the levels....

I actually tried a speed run on this level and got 2 of the gold cards and the timed gold card in one run. Of course it took like 30 tries, I kept screwing up my bomb jumps. Oh, the run was also on hard mode. But in my opinion hard mode is easy and easy mode is hard. You'll understand what I mean when you get the full power cheat. =D
Um...I consider the FP cheat to be a kind of cheat, or at the very least a separate category. Of COURSE it's going to be quicker to not have to grab red bombs.
As for your route, it's very suboptimal, considering you still have to kill 30 enemies. I've considered getting the time card in the same run as other cards, but if you can't get 30 enemies in the same run, it's pointless, since you can make more enemies appear as you go after the cards. It's 4-carding and a pure speed run, or 5-carding.

He's right. The framerate is slower in the PAL version, which i've got, since i live in europe.

Very well done. I was absolutely clueless about the bomb jump in that game, as well as doing that rebound bounce trick you did two or three times.
